Why can women wear sleeveless in public, but men can't?

I don't get it. In a hot day, it's ok for all women to wear sleeveless outside. But when men do it, it's considered unmanly, especially if they don't have any muscles to show off. I don't get it. Why can't men be comfortable and wear sleeveless like women?
