How did the attitude of ghetto come about?

I remember in cl this girl was what we today call "ghetto." She was loud, always wanted to fight. Talked "lyke dis" and when dissing someone she would say things like "you ol ugly a ss stank no good for nothing trailer trash bird looking a ss" Yeah she would use these long sentences lol. Now I seen a whole bunch of ghetto people and i'm kinda wondering how did this come about. Why do some people act like this?
