What formula is inexpensive, and powder is cheapest, right?

Also, according to the ingredient's list, they all seem about the same, so as long as the babies not on some special kind, I should be able to switch back and forth till my WIC comes and then to supplement the WIC? From the reading Ive done they are are pretty nutritionally complete, so did anyone have any problems switching back and forth?
