Why does my friend keep doing this!?

Well, hun, after reading this, it doesnt sound like Lex is a very good friend at all really. Sorry, but i say you should just cut your loses and stop being friends with her. Just get a new best friend. Also, if you decide not to do that then i would just not tell her anything important anymore because it seems like she is the type of person that would go tell someone.
