Who is supposed to stop for school bus stop signs?

On an undivded street, then both sides are supposed to stop. However, most bus drivers will allow the ars behind them to p before sticking out their stop sign. The guy the swerved around is a jerk, and is very fortunate that he didn't hit anyone.
